			<description><![CDATA[So now, its Kirk Lewis's fault, huh? How about this bit of logic: a competent mayor would have chosen a competent chief of state or replaced one who was incompetent. Bing was honorable but weak and ineffective, the Council, with the exception of 1 or 2 members a pathetic lot that couldn't plan a birthday party let alone manage a city of this size and complexity.
